Harare – The Zimbabwe Government is actively exploring the creation of a National Sex Offenders Register, a move aimed at enhancing the country’s capacity to track and manage individuals convicted of sexual offences.

The initiative, described as paramount for justice and child protection, comes in response to a growing concern over the alarming rise in sexual violence, particularly against women and children.

The announcement was made by Justice and Parliamentary Affairs permanent secretary, Vimbai Nyemba, during a meeting assessing the feasibility of establishing such a register. Nyemba highlighted the government’s commitment to a multifaceted approach to tackling this pervasive issue. She emphasised that the register is not merely a punitive measure but a crucial preventative tool designed to safeguard vulnerable populations from sexual exploitation and abuse.

“As the Government, we have a duty to ensure that our justice system is not only punitive but also preventive, safeguarding the safety and security of those at risk of sexual exploitation and abuse,” Nyemba stated.

Nyemba explicitly linked the register to this broader vision, stating: “This initiative is a critical component of Vision 2030 which serves as the Government’s blueprint for transforming Zimbabwe into an upper-middle-income economy by the year 2030.
